Phase 1 / 2 Summary

  • Phase 1
    Mandatory Mode S in all areas where transponders are currently needed
    (Approved and implemented 31 March 2008)
     
  • Phase 2 – Mode S Expansion Plans
    There are currently four options being looked at – to be implemented individually or in tandem. The CAA is currently seeking feedback on these.
    (For approval/implementation by 31 March 2009)
    1. Mode S transponders to be carried on all flights in controlled airspace (A to E) – except gliders
    2. Formalise process for establishment of “Transponder Mandatory Zones”
    3. Transponder carriage rules to apply to gliders
    4. Mode S transponders to be carried on all international flights by powered aircraft

The CAA are keen to point out that this consultation is not suggesting that all aircraft in all airspace should carry transponders (as per the 2006 proposal).

Proposal 3

Obviously Proposal 3 would have the main impact on us. Key points as follows:

  • Aim is to improve the ‘electronic visibility’ of gliders
  • Not required if flying below FL100 outside of controlled airspace
  • Current main collision risk is glider to glider. However, CAA states that this is no reason for complacency particularly with the rise in commercial air traffic.
  • Are aware of the installation / weight / electrical requirements / costs.
  • Suggests that specific airspace arrangements could be put in place where the risks can be mitigated – ie letters of agreement / etc.

Items raised during the 2006 consultation that the CAA are keen to refute:

  • Mode S on light aircraft will ‘saturate’ ATC systems and TCAS – CAA says not
  • ATC will just ‘filter out’ transponder signals – whilst individual operators can do this, on-board collision warning systems work automatically
  • Transponders cause radiation hazards – CAA says not
  • Military aircraft will be exempt – CAA claim not but in a wishy-washy way
  • Cost will be prohibitive – they say it is only(!) likely to be in the region of £2000-5600
  • Airlines are the only ones who will benefit – claim that it is all aviation
  • They have made their mind up – whilst they do believe it is the best option, they want debate
